Can I do something about my nieghbors feeding my cat?

I've asked them repeatedly to stop and they wont listen. They're feeding him chocolate milk and hotdogs. My cat has a weak stomache and just comes home and throws it all up. I cant make him an inside cat i've tried. He finds ways to sneak out.
